Games like Hotline Miami, Vlambeer's games, Risk of Rain and Gunpoint would most likely not have existed without Game Maker, and I think that outweighs the restrictions. But even though it's restricted it still lets people create games way easier without the games becoming shovelware crap. Game Maker is not a perfect tool for game developers. They could have ran out of money, gotten stuck in a dead end, or ran out of time and scrapped the project. If they hadn't used Game Maker and they put an equal amount of labour into it then I promise you that the game wouldn't have been anywhere near as finished, hell, Risk of Rain might never have happened.
